What is the CEB Green Energy Scheme for SMEs in the Tariff 215 Category??
As part of a pilot project, the CEB plans to integrate around 4 MW of new Small-Scale Distributed Generation (SSDG) using solar photovoltaic technology in the national grid. 142 kW will be integrated in Rodrigues.

The new SSDG scheme, named "CEB Green Energy Scheme for SMEs in the Tariff 215 Category" will operate under the principle of net-billing discount. Under this Scheme, around 2000 roof-mounted grid-tie solar PV kits of 2 kWp capacity each will be integrated into the grid.

The project will enable around 2000 small commercial enterprises to participate in and benefit from this project without bearing the project's financial and operational risks. The total investment cost will be made by the CEB subsidiary company, CEB (Green Energy) Company Limited.

By participating in the project, each qualified small commercial enterprise will receive a reduction in its monthly electricity bill, which will net off partly or fully, as applicable, the electricity payments over a period of 20 years.

Application will be treated on a first-come first-served basis after submitting the duly filled application form.

Useful Information
  • Make sure that you submit a copy of the following required documents when making your application:
    • The applicant's and account holder's national identity card or passport;
    • The most recent electricity bill of the account holder;
    • Permit of Operation (Trade Licence); and
    • Title deed or lease agreement of the premises where the solar PV kit will be installed
  • In the case of a rented premises, a copy of the landlord's title deed, her/his identity card and a letter from the latter confirming her/his agreement to the installation of the solar PV kit on the rooftop (or on a more appropriate location) the said premises by the CEB (Green Energy) Company Limited (CGE).
  • Any application submitted without the required documents will not be considered.
  • Make sure that you get a notification or reference number upon the submission of your application

How to Apply?
Application can be made in any CEB Customer Services Centre (CSC) of your choice. The contact details of the CSCs are available at ceb.intnet.mu.

The CEB Customer Services Agent will fill the form for the applicant.



Alternatively, you may download the application form at ceb.intnet.mu . Submit the duly filled application form with all required documents in any CSC. Make sure that a notification or reference number is given to you upon the registration of your application.

Application will be accepted as from 09 April 2018.

Why the CEB Green Energy Scheme for SMEs in the Tariff 215 Category?
This Scheme is a measure announced in the National Budget Speech 2017/2018. The purpose of the Scheme is to provide small businesses, categorised in the CEB Tariff 215 Category, the opportunity to participate in the national renewable energy development strategy, which aims to meet a target of 35% of renewable energy in the national electricity mix by 2025. The qualified small businesses will, at the same time, benefit from an interesting reduction in their monthly electricity payments.
How does the Scheme Work?
In this Scheme, the investment and operation & maintenance costs will be fully borne by the CEB (Green Energy) Company Limited, a subsidiary company of the Central Electricity Board. The participating qualified customers will, thus, be completely relieved of both the financial and operational risks of the project.

By participating in this Scheme, a qualified customer will receive a reduction in its monthly electricity payment. The reduction, in the form of credit amount, will be posted to the electricity account of the customer. The reduction will appear on the customer's electricity bill as a discount.

Depending on the amount of the monthly electricity bills, the discount will:
  • Reduce the monthly electricity payments of the qualified eligible customer up to a maximum of Rs 20,000 annually for the first four years of the project.
  • For the next 16 years of the project, it will reduce the monthly electricity payments of the qualified eligible customer up to a maximum of Rs 10,625 annually.

Who is eligible for the Scheme?
All Small and Medium Enterprises (SMEs) having an active electricity contract account in the CEB Electricity Tariff 215 Category are eligible to apply for the Scheme, provided they are not in litigation with and/or do not have any liability towards the CEB.

Information pertaining to your tariff category is provided on your electricity bill. The information may also be obtained by contacting any CEB Customer Services Centre.
What are the Benefits of the Scheme?
An eligible customer, subject to satisfying all terms and conditions of the Scheme, will benefit from:
  • An interesting reduction in his or her electricity bill over a period of 20 years, hence lowering the cost of operation of his or her business.
  • A hedge for the equivalent amount of electricity against potential future electricity tariff increase.
  • Zero financial risk; hence no need to take a loan or inject own capital as the investment cost will be fully met by the CEB (Green Energy) Company Limited.
  • No hassles for operating and maintaining a solar PV installation. The CEB (Green Energy) Company Limited will ensure the proper operation and maintenance of the system
  • Financial gain, even if the installation has encountered a breakdown or has tripped due to a fault.
  • Contribution to the national objectives of preserving the environment, through lower use of fossil fuels, and sustainable development of the national power system
What are the Applicable Conditions of the Scheme?
All eligible customers submitting an application under this Scheme should, first and foremost, satisfy the following administrative criteria:
  • The eligible customer should be the holder of an active electricity contract account in his or her own name; otherwise the legal consent of the person/entity who is the holder of the electricity contract account is mandatory;
  • The eligible customer should be the owner of or the holder of a long-term lease for the premises where the solar PV kit will be installed; if the building is owned by a third party, a duly signed 'no-objection' letter will be required. In either case, showing proof of ownership of the premises is mandatory;
  • The premises, where the solar PV kit will be installed, should not be unoccupied;
  • A properly accessible unshaded rooftop space of at least 10 m2 for each kW of the solar PV kit should be provided;
  • The eligible customer should not be in litigation with and/or have any liability towards the CEB; and
  • The eligible customer or third party, as applicable, should agree the Installation Agreement prior to the technical assessment of his or her premises.

In addition to the above, the installation of the solar PV kit will be subject to satisfying all technical criteria which will be communicated upon effective assessment of the premises of an eligible customer who has satisfied all the administrative criteria.
